An evaluation of trade facilitation’s role in enhancing export growth in Nigeria: A case study of Lagos State (2000–2020)

Background of the Study :

Trade facilitation involves the simplification and modernization of international trade procedures, reducing costs and increasing efficiency. In Nigeria, especially in Lagos State—a major export hub—trade facilitation has been prioritized through reforms such as modernizing port operations, digitizing customs processes, and improving logistics infrastructure (Ekwueme, 2023). These measures are designed to decrease transaction times and lower trade costs, thereby making Nigerian products more competitive on the global stage. From 2000 to 2020, trade facilitation initiatives have contributed to an increase in export volumes and diversification of export products. However, persistent challenges, including bureaucratic delays, infrastructural shortcomings, and inconsistent regulatory practices, have at times limited the full benefits of these reforms (Ogunleye, 2024). This study evaluates the role of trade facilitation in enhancing export growth in Lagos State by analyzing policy implementation and export performance indicators. It examines the correlation between streamlined trade processes and export success while identifying obstacles that hinder trade efficiency (Nwachukwu, 2025).

Statement of the Problem

Despite the implementation of several trade facilitation measures, Lagos State continues to face challenges in maximizing export growth. Bureaucratic inefficiencies, infrastructural deficits, and regulatory inconsistencies result in high transaction costs and delays, which undermine Nigeria’s competitiveness in international markets. This gap between reform initiatives and actual export performance calls into question the effectiveness of current trade facilitation strategies. The study seeks to identify the key barriers to effective trade facilitation and evaluate their impact on export growth. Addressing these challenges is essential to enhancing trade efficiency and boosting Nigeria’s export performance (Ike, 2023).

Objectives of the Study:

1. To assess the impact of trade facilitation measures on export growth in Lagos State.

2. To identify challenges affecting the efficiency of trade facilitation.

3. To propose policy recommendations for improving export competitiveness.

Research Questions:

1. How have trade facilitation measures influenced export growth in Lagos State?

2. What are the main challenges hindering effective trade facilitation?

3. How can trade policies be improved to enhance export performance?

Research Hypotheses:

1. H1: Trade facilitation measures positively impact export growth.

2. H2: Infrastructural and bureaucratic challenges negatively affect trade efficiency.

3. H3: Improved regulatory frameworks lead to enhanced export competitiveness.

Significance of the Study (100 words):

This study examines the role of trade facilitation in enhancing export growth in Lagos State, offering vital insights for policymakers, industry stakeholders, and trade professionals. Its findings will inform strategies to streamline trade procedures, reduce transaction costs, and improve export performance, ultimately contributing to economic development and global market integration (Okafor, 2023).

Scope and Limitations of the Study:

The study is limited to evaluating trade facilitation measures and their impact on export growth in Lagos State, focusing exclusively on policy implementation and export performance indicators.
